New Jersey’s AI Transformation and Economic Growth Strategy
New Jersey is embarking on a transformative journey to position itself as a leading hub for artificial intelligence (AI) on the East Coast. In a strategic push to bolster economic growth, the state has introduced two innovative AI programs aimed at attracting private-sector investment and nurturing a thriving AI ecosystem.
Pioneering AI Policies
New Jersey has been proactive in adopting AI technologies, setting the stage with a comprehensive policy for state use in November 2023. This was followed by the appointment of a chief AI strategist in January 2024 and the development of AI training programs for state employees. These initiatives align with recommendations from the state’s AI Task Force, which emphasized the need for a coherent AI strategy to foster workforce innovation and propel New Jersey as an AI innovation epicenter.
Next New Jersey Program — AI
Central to New Jersey’s AI vision is the Next New Jersey Program — AI. This ambitious $500 million initiative aims to provide significant tax credits to businesses investing in AI data centers and AI-related activities. To qualify, businesses must create at least 100 new full-time jobs and invest a minimum of $100 million. Additionally, they must partner with local research universities, technology startups, or similar entities, thereby weaving a collaborative fabric of innovation across the state.
AI Innovation Challenge Administration Grant Program
Complementing this, the AI Innovation Challenge Administration Grant Program is set to distribute $3.8 million in grant funding. This program will empower an administrator to develop and manage statewide AI challenges, offering subgrants to winners. The focus is on utilizing AI to address government challenges, from traffic systems to procurement processes, enhancing state government efficiency.
Building a Collaborative Ecosystem
Significant strides have been made in creating a collaborative environment for AI. The establishment of the AI Hub in December 2023, in partnership with Princeton University, Microsoft, and CoreWeave, marks a pivotal step. This hub is envisioned as an accelerator for AI researchers, industry leaders, and startups, driving AI research and commercialization. Equipped with a five-year operating budget, the AI Hub is poised to become a central pillar of New Jersey’s AI strategy.
Future Prospects
Looking ahead, New Jersey plans to launch an AI fellows initiative. This program will offer opportunities for fellows to receive mentorship and co-locate at the AI Hub, further solidifying the state’s commitment to AI education and workforce development.
Leverage for Other States
Kathleen Coviello, NJEDA’s chief economic transformation officer, underscores New Jersey’s unique positioning, citing proximity to New York, a highly educated workforce, and the presence of an Ivy League institution as key assets. For other states keen on emulating New Jersey’s economic lens for AI adoption, leveraging existing assets is critical.
